Check the closed at zero switches on the replay register. Make sure the proper switch is closing or opening when at zero. This is very likely the problem.. If not the problem is the control unit switch that operates the replay register. Look it up on the schem or in the manual and clean that switch and check for proper adjustment. It should over sweep so the crud gets brushed off every time the switch closes.
